You build 20 and 40 width divisions because standard battle width is 80 which means your divisions perfectly fit so you receive no debuffs, each extra province that you attack from adds more width to the battle, but will always be able to fit your 20 and 40 width divisions. If say you have a division with 25 width you will end up with spill over and will receive a debuff to your armies. For example say you are attacking from 1 province into another province with 4 divisions. This battle will normally have a width of 80, except with certain terrain features like mountains. If your 4 divisions are 20 width, they can all take part in the battle and will have a combined width of 80 perfectly filling up the battle giving you the most bang for your buck and no debuffs. If you have divisions with a width of 25, all of your divisions will still fit, but they will exceed the battle width because combined their width will be 100 instead of 80. This will give you a debuff that could lose you close battles. All in all 10, 20, and 40 width divisions are best, but wierd numbers can be used in a pinch. 10s are weak and are often used for garrisoning coast and preventing unrest, also used for nations with limited manpower. 20s are the standard and I believe still the meta, you can make a lot of them as majors and they can hold their own quite well, good for filling out a front line. 40s are beasts, but it is often hard to make them in large amounts, unless you are one of the major majors like the US, Germany, or Soviets, use these to bust through enemy lines at weak spots and defend from enemy advances on your own weak points.
