Fixing my flickering headlights pulsating dash lights

I have a mercury couger 1999 manual when I turn on my lights all my lights dim in and out how do I fix that

my 93 ford explorer is doing this but the horn was going off as well... had to disconnect the horn but haven't figured out the headlights. (now dome lights wont shut off) lol
