Was he going to Van Nuys? If the app wasn't working the driver should have let him on the bus and he could get his receipt at the Van Nuys terminal. That said, this is ridiculous. He's inconveniencing passengers who want to go to Van Nuys, plus having at least five cops involved. I've traveled for my employer and they don't want receipts for incidental expenses like these. The bus is $9.75 to Van Nuys. If I was boarding the bus I would have given that guy $10 so the bus can depart and told him to get a life.
Is that true that the bus doesn’t issue a ticket? It’s law that anytime money is paid you’re supposed to get a receipt in return. It’s called “proof of payment”. How would he be able to get reimbursed for travel expenses if he has no receipt to submit?

Ridiculous over a receipt! I rode the flyaway bus to union station 8 years ago. The driver doesn’t give you a receipt. You pay the fare with a credit or debit card.
I was on the bus, the guy did not come prepared. He didn’t have the app, or it wasn’t working for him. He didn’t want to tap his card because he wanted a printed receipt. The bus driver does not have that. Then she was going to let him ride for free, and he was going to pay in Van Nuys. He got kicked off because he was rude and kept arguing with her. All the other passengers on the bus were trying to convince him to let it go that it wasn’t worth it. The bus driver doesn’t make the rules. He should have come more prepared by printing his ticket before hand, or taken a different mode of transportation. He wasted everyone’s time and should have shown more patience and gratitude that the bus driver was allowing him to pay in Van Nuys.
