FMR suspension: Retd Naga IAS officer calls on Chief Ministers to raise opposition

In a recent symposium organised by the Nagaland Indigenous People’s Forum (NIPF), various tribal and frontal organisations from Northeast India voiced their concerns over the Government of India’s decision to end the FMR (Free Movement Regime) along the India-Myanmar border and install a fence spanning 1,643 km.
The participating organizations included the Kuki Inpi Manipur, Zo Reunification Organization (Mizoram), Kuki Inpi Nagaland, Indigenous peoples of Mung-Dun-Chun-Kham, Assam, Manipur Naga Youth Organization, Nagaland GB Federation, Nagaland Tribes Council, Eastern Nagaland People's Organization, Chakhroma Youth Organization, and several others. Political parties whose members also took part included Rising People’s Party(RPP), NDPP, NPF.
EastMojo caught up with IAS (Retd.) and social activist Khekiye K. Sema who shares insight on how the government's decision to scrap the FMR has not gone down well with the people of Nagaland and Mizoram.

For those people who are asking are Nagas and Mizos above National Security? The answer is YES we are Living Human Beings which is above all things in this world. We are ethnic group of people and have been living on our land even before creation of India and Myanmar. We have no knowledge of the creation of India n Myanmar. Infact an imaginary boundary was drawn between India n Myanmar across our territory without our knowledge. Someone coming and separating us from our Land, property and above all our people is not acceptable to us. We have no problem of our people from Myanmar coming in our home, infact they are our kins who are entitle to inheritance or share ownership of property with us here just as we do there in Myanmar. Stop dividing us, we wish to live as the way we have been for ages. If India or Myanmar feels insecurity of us, build your boundary fencing outside our territory not in our territory. And stop bothering us.

Late Suisa Rungsung, a Visionary former MP, who later became a Member of the Naga National Council (NNC) once asked and pleaded with Meiteis to accept ST Status. He was humiliated and spat on by Meiteis. "Ekhoi Hao macha, Hao pang natte" "Eikhoise amaangba mi natte" Translation: we are not Hao, and not foolish like you or Hao means backward, foolish, Untouchable to Meiteis. We are not lost, man." Suisa was dejected but tried again speaking to the Meitei Maharaja of the then, but he was meted with a strong warning and dire consequences if he further pursue the matter among Meiteis. Suisa wept and wrote in his diary "One day these people (Meiteis) will demand ST status by then, it will be too late to undo things that are achievable now" No doubt, the present drama pouring out by Meiteis and its HC to grab the tribal rights and most importantly tribal land is an SOS call to unite the tribals to fight for our rights.

We thank kuki chin mizos for giving us FMR N border fencing. FMR was never an issue earlier but the blatant misuse by kukichinmizos doin drug trade (everyday in mizoram),illegal immigration and pointing guns at AR in moreh was d final nail in d coffin as GOI realised the gravity

That's a pathetic and senseless argument. In a democratic country like India, the voices of everyone matters and the govt. goes by the views and interest of the majority. Yet, decisions are taken only after due consultations with all stakeholders affected by the Govt policies. Just because you (the meiteis) are not directly impacted doesn't mean the interest of the 'two states' should be ignored. And stop quoting your 'out of context' and totally unrelated scenario of so and so......FYI, learn the term consultation and come back for an argument. Some states were divided by the then British govt. into two countries, not only Nagaland . Even Mizoram, Punjab, Bengal also divided which can't be solved at on a once tablet. In Nagaland, specially in Dimapur area huge no of public has settled up from Kachar district and Bangladesh area. This may change demography. Total Dimapur market is governed by outsiders. But in Mizoram, they have not permitted outsiders to settle and do business permanently. And for Nagas, many subtribes are living at their specific village area. As most are Christians,so there is some good behaviour among them. And if you say, today's govt . of India, like to develop total North East. Tribe, sub tribe , some language problem may be there, as these areas having number of tribes and sub tribes. But specially in Mizoram, Nagaland, Meghalaya all state will run better ,if no other Religion, specially Islam, Hindus invaded them.

Kuki Meitei crisis that is going atm is not coz of open border, its a TERRITORIAL LAND DISPUTE between the two communities. If the two communities set their boundary clear, that's problem solved. People will live in their own territorial land then. The Open Border caused problem is a made up story to divide the indigenous people which is DEVILISH. I feels sorry for the crisis going on in manipur. I wish we have the diligence to solve problems in civilized humane way rather than fighting which cost us dearly. I pray n hope thay peace prevail soon in Manipur.

what can we do if the govt, CM and the majority meiteis are against us tribal community's? infact there's been allegations thst we kuki-zomi tribes are immigrants or drug lords whatever but honestly I tell you that we are not illegal our forefathers have fought the Britishers during the colonial rule which made a huge significance to India and its freedom secondly. i accept that we kuki have cultivated poppy and other drugs but even we the kukis are against our own ppl cultivating them. therefore the ones who cultivate poppy are just a small group of ppl. who are drug dealers and 3rd biren Singh himself is the drug lord and is part of the cartel. even manipur top cop Brenda said he is. it's not a war but a genocide against the minority community.

I understand there is a human angle to it. But what about the security angle. Why didn’t he talk about security angle? I believe he is doing it for his personal political motives. FMR is being misused for illegal migration, drug trafficking, gun smuggling, flow of Indian counterfeit notes, etc, this is a fact. Why not delve on these questions instead of always saying we r being treated as dogs? Is this the maturity of a Rtd. IAS officer. The need for today is a complete border fencing with security check posts and then we can bring back FMR for people’s convenience. Security takes precedence.

1. Only 3 states stands against the scrapping of FMR. 2. We respect nagas sentiment of Nagaland. 3. But for Mizoram and Manipur, mainly kuki zo people are against scrapping of FMR not because of family sentiments but for their save heaven for illegal drugs,arms trafficking and militancy. 4. From point 3 their reasons are not worth considering because national security is more important.

Do you really think it's about Nagaland only? Little knowledge is dangerous. Naga lives in arunachal pradesh, tripura as well apart from Nagaland arunachal also share the border with Myanmar. The Naga and chinkukimizo are the majority stake holders among tribes living in indo-myanmar artificial boarder created by India and Myanmar. First of all you need to know we are neither Indian nor Myanmariest but forcefully they led us. Can the Indian government bring all the chinkukimizo and Naga in one territory before doing fence because as long as the fence is deviding between brothers then we will never accept this. Just for one particular community suffering you can't led the millions to suffer. Meitei is so mean and ambitious nature just for their comfort letting others to suffer.

Please don't judge by its cover guys! Dig into India history for more details. Do not make such mistake again.Instead of fencing, we need to claim back our land that is given and divided by the British ,because that is our original right. Claim back those land and fence it! Because: some part of land belong to Nagas and our brothers and sisters living in without any facility from either Myanmar Govt. And india Govt controlled by so called Naga national movement. You may fence it but the history will remain forever ,we should not let archaeologists dig out all the details after a thousand year rather we can make it happen at this time. People who are good at history and polity will understand this. During harrapan civilization to Vedic age,they fought for cattles ,and then Mahajanapas time ,they fought for territories so and so on. Now don't fight for fencing , fight for the justice that the British took away from us. I am afraid this may not bring peace but tensions among the neighbouring community. Otherwise,the only solution is giveaway the solution to the Nagas ,they know how to claim back. For those who don't believe, do archaeological survey about the traditions and culture from your end😊

In my view, opposing border fencing is for argument sake and making stumbling block to Indian security arrangements. Because, border area of both side is full of jungles and very very thinly populated area. we can provide security gates wherever required. People of both side can be allowed to and fro FMR with proper checking or biometrics or any other modern method to treck down.

It was the indian army who attacked Nagaland first in 1955, i know it because the indian army burned my village,raped women even little girls, killed children and so on. China and pakistan helped the naga army by giving arms and ammunition to fight the invading indian army. To this day the fight goes on and it has become a little peaceful as compared to early years of conflict because india was losing many soldiers. Just like India used to get the development done by british money when it was under british raj, Nagaland also is currently under india . You know how india was under poverty and was suffering during british rule while britain was living in riches by plundering india, just like that we can say that North india is the britain of india. Nagaland is not suffering much, thanks to new international standards and the formation of united nation and the Constitution of india which prevents it from doing so after ww2. Even if Nagaland gets independence it will suffer for sure, but one day in God's perfect timing, our Naga brothers across borders will unite and be independent. Kuknalim

FMR has been abused as there is cross-border smuggling of drugs and weapons. FMR also is the reason for illegal immigrants. Nagas are not even second-class citizens ??? No, that is not the case. Rather, I would request all Nagas to concentrate in producing world-class engineers and doctors. You have an advantage of ST quotas which General people do not enjoy.
