It wasn't exactly correct that the king ordered them to distribute rotting food. When the king tells them to distribute the foodstocks in the harbor, the advisor protests and says the food was spoiling so it wasn't sent to the army, to which the king then just replies "then you must hurry". Naturally, as King Louis XIV is an absolute monarch, they can't go against him. When D'artagnan then informs that food had been indeed been spoiled by the time it was given to the people, the king then orders the advisor to be executed for distributing rotten food.
