In this video I show you how to remove and replace the front wiper hose that provides water to the two front windshield sprayers. If your car's water isn't spraying, it could be clogged, but in this case the hose is cracked/broken right at the hinge area.

Exactly the problem I have. I don’t want to do all of that though. I feel like so many things could go south in the process and trigger a cascade of consequences. I wonder if instead there’s a way to cut the old line and attach the matching section of the new line without disassembling the wheel well or fender. Is there some type of joint you could use to join the sections at a point that is straight and never bends. A point between the leak and where the hose goes down into the fender.

You could certainly try. I like your idea of kite section that doesn’t bend. You just need some kind of really small coupler to join the two sections. The hose is made of a corrugated material which might make a little hard to get a good seal.
