Rehabilitation seems to work in Norway but not without its failure rate. 20% get out and get reconvicted but that number is manageable if your prison population is as small as theirs

Most will never be rehabilitated. Yet most get let out in short times and do it again. Worse each time.

Yesterday I watched an episode where a man got 40 years for attempting to abduct a woman while impersonating a law enforcement officer. He was captured because she got away and was able to identify him. While he was serving time, they linked him to the murder of another girl 4 years earlier. For that he got another 60 years. And this guy got out for murder after 6 years AND had custody of his little girl???? Sickening!

He committed murder and was out in 6yrs what does that say about the jury judge etc. They r just as guilty as him & should be sentenced like him for making such an evil decision to let that man walk to do it to another person ! It was HIS little girl. Apparently, little Patrisha's birth mother wasn't much, since the foster mother with whom he left Patrisha, had the birth mother's other two daughters living with her under foster care. The birth mother was probably glad to get rid of Patrisha, since she didn't have her other two daughters, either. There was most likely no custody issues, or the court would have seen his past prison record of second degree murder, armed burglary, and armed robbery. He was sentenced to 17 years, but was released on parole after serving only six years.

Of course Hitchhiking is defiantly not safe way to travel ? But this contains allot of MISSING INFORMATION too. Didn't they say he had been in prison for committing a murder, already ? WHY IS HE OUT ? Where's the mother of the seven year old, who gets CONFIENTLY USED to help him as a decoy? WHAT AGENCY doesn't follow up on probation to SEE that the PAST PRISON mate puts him up as a roommate AND BRINGS A CHILD WITH HIM , too? MISSING HISTORICALLY PERTINENT FACTS.

Sentenced to death, but as of today, he is alive in a florida prison. A death penalty in Florida is another injustice to the victim. Killed the victim 2002. Finally sentenced in 2008.

Phillup Alan Partin's appeal was rejected in December of 2011. He remains on Florida's Death Row.

He's white! Most of the time, no matter the crime, they get light sentences. If you look back through history there's a lot of murders that could've been prevented if previous crimes were reprimanded appropriately.

A question: Where was the mother of Partin’s daughter??? this young child was living with her father and a roommate , another man, whom Partin met in prison! Where was the mother? And how the system allowed a young child being 7 years old to live with a convicted killer??? what kind of system is this??? It is really screwed up. Wow, I am speechless. They don’t say anything about the mother of this little girl in this episode……but why she was not her? Why the mother didn’t have custody of this little girl??? Unbelievable. I don't know the answer, but when Partin dropped his daughter off, he took her to the foster family that had the mother's other daughters. Judging from the company she keeps, I'm guessing the mother was in prison herself.

It seems that the mother regained custody of her children? Honestly, I don't get why it's any of your damn business. We don't know what happened for the mother to lose custody... or if she just lost a custody battle to a man that seems to be very charismatic and knows how to play people. Maybe she suffered through addiction and just couldn't be there for her children. However, from what I could see- she did get custody of all of her children back. There's an article dating from 2007 where the mother was fighting the courts because she didn't want her child to be filmed by the courts when she was testifying against her father.

Yoshan was killed in 2002 and Partin was convicted in 2008. His daughter is an adult now. I wonder if she knows more about her father's evil acts; maybe she will write a book as other children of murderers have done. I hope she is safe and happy, regardless.

I can't stand when people talk more importantly about future non existent grandchildren rather than the loss of their child's life. How does she know her daughter even wanted to have kids? Grown children don't like to be pressured to have kids as it's their decision and no one else's. There is a board on Reddit for Forensic Files watchers and one commented that they knew the family and it was Joshan's parents and not her that had drug problems which lead to arguments and instances of running away. Partin is still on death row.

What you just said is just how I feel. I would bet you and I go thru our daily routine and along the way we probably cross a killer, or rapist or pedophile that has someone locked in their basement waiting for death. I cannot begin to know how crazy and scared someone would feel. I would just hope my death was going to be fast. And because of these monsters, I try to be as aware of my surroundings at6 all times. It takes only a few seconds to be yanked into a van by a fast and ruthless killer. I am always armed. Always. But the reality is that if someone like that grabs you, you have no time to pull out your sidearm or knife. Humans are an evil race.

I think Pasco County Sheriff's Office had jurisdiction. TPD or HCSO or FDLE probably assisted if asked. Check out the great videos of the current sheriff of Pasco County, Sheriff Grady Judd. He is pro-active old school law enforcement who makes maximum use of social media like RU-vid. He works hard to catch sexual predators with the cooperation of several other law enforcement agencies. He's respected and effective. I just don't care for his politics, but that doesn't lessen his value to the community.

Philliup Partin was another killer who shouldn’t have been let out from prison. This is why innocent people die when convicted killers are paroled back into society. I strongly believe that the parole board members and judges should be accountable for the death of innocent people when they are the ones responsible for their death. They surely are the culprits of so many death letting these criminals out. It is about time that something is done to stop this practice which endanger law abiding citizens. If nothing is done, more and more innocent people will die. It is sickening and truly disgusting.

It's possible his name was already in the newspapers or on tv by the time they considered him a suspect and naming him in this show and then saying he wasn't involved was their way of trying to clear his name. I don't know, though.

Maybe he was on the sex offender list? I don't remember everything that they said. But one thing stood out and was reported to police. Was he's 60 and he's hanging out with teenagers at his mobile home? That's not normal? I believe that's why he was questioned . And he should have been!! I bet he buys booze and drugs for those teenagers. And probably date raped some of those young woman. Skinner most likely? Sue no one!! He put himself on the radar due to his choices in life. When it comes to children and young teenagers everyone is suspicious and suspect

If you noticed that with this show. They show pictures of initial suspect but I gather the show is recorded after the case is closed so whether they seek consent from all the characters or not, I don’t know.

@@craigime But this show had no problem whatsoever plastering his face and name all over as if he was a criminal of the worst kind, instead of giving him a different name or just calling him “a neighbor” without going into detail, but no… they had to put his picture there and with his full name for everyone on Earth to see. Disgusting and libelous moral duplicity! Any sane person would sue just having them imply that you’re some kind of sex offender, chester and predator who goes after neighbors’ kids, if the mother actually felt weird, or ‘creeped out’, about him being in her home she should have cut and denied any contact with him, simply as that, the end.

Can someone explain to me why a convicted murderer would be allowed custody of his daughter? They take people's kids away for being addicted to drugs but convicted murderers are allowed to raise little girls after being let out of prison to resume their killing spree?

Because relatives might try to get the child to lie, or thier presence might make them feel obligated to talk in the families favor. It's upsetting but it's true, I know when I hear my family is listening in I talk a whole lot differently, and that's especially true with children. That's why instead they try to have the child to have a trusting relation with the officer who's just trying to get rhe truth and doesn't hold expectations to the child

The daughter was born long after he was released from jail. He had sole custody. It is not clear what happened to the mother. Likely in jail or dead.

6 years for 2nd degree murder? The nerve of the judge! He should've gotten time served and a 500.00 fine. I'm being sarcastic but I think any murder warrants at least 25 to life, with mandatory 25 years before any parole discussion. That girl would still be alive if not for that bleeding heart judge.

Unfortunately, sometimes it's not the judge. The prosecutor may make a soft deal because he/she is too lazy to do a trial or is afraid a jury won't convict because the victim was gay. Also, he may have been a model prisoner who was awarded lots of gain/good time. He may have taken all the self-improvement courses offered to make himself appear rehabilitated. I agree, though, 20+ years should be a minimum for murder.

After seeing so many tragic cases perpetuated by ex convicts, I firmly believe that if a person had the impulse to kill someone, they will have that impulse again, so they should receive psyquiatric treatment in prison with medication, and once they are out, they should wear a tracking device and stay medicated.

Second degree is typically charged when premeditation cannot be proven beyond a reasonable doubt and there is an element of becoming enraged or snapping present in the crime.

Very well done. Great detective work. If he is released by a parole board after a few years of prison time, he may kill more people. He had also killed a man earlier in about 1989, for which he was imprisoned for 6 years and released in about 1995. He was possibly paroled after 6 years where he promised not to commit more murders in future.

I just read something on Reddit (they have a group for Forensic Files watchers) and someone who knew the family says it was Joshan's parents and not her who had drug problems. Having a child turn out to be an out of control rebel or a demon is one reason why I never wanted kids or to deal with that as there's no way to control it. I admit I was one myself (briefly) My dad just didn't want me to have anything so I struck back. After my parents divorce, things settled down quickly.
