Command and Conquer was half of my freaking childhood (the other half was taken up by Halo) and even to this day my domain is still good old C&C. I grew up listening to Frank Klepacki here, Martin O'Donnell, and Michael Salvatori just as much as I grew up listening to St. Louis Cardinals baseball games, classic rock, and 90s and 00s country. Frankly, without Frank's music, C&C wouldn't have gotten as far as it did. Red Alert certainly wouldn't have become one of PC's masterpieces in gaming history. Frank, you rock and always will!
This is what I would have expected by house DJ's years ago... they never delivered... and here is some game composer and he uses a tremendous game theme and adds an orchestra to it. I wish I had seen it. Wow!
No one knows for sure, but from the context of the original recording, it's a command to start marching. Most of the people I've talked to who have military experience say it's "[something], quick march".
@extazyrocks From Wikipedia, "Originally intended for use with the Brotherhood of Nod, it features militaristic samples-including marching, industrial sounds, and a commander shouting "Die Waffen - legt an!", a (German) marching command to ready weapons"
