You understand that Penny Marshall is a real person (well, was, she passed since this video but before your comment). He did impersonations of her on SNL so apparently someone on her team (maybe even her, because she was a actress/comedian/director) thought it was a good idea to have Armisen do some advertising for her. Whoever's decision it was, she had a great sense of humor to allow it. But yeah, it's not really his character.

RIP Penny. You was an original pioneer from crossing from sitcom star to revolutionize the women directorial and Film. Before Ava, Sophia, and Julie. Penny you broke all ceilings, and ground. Thank you, for transforming movie into great works of women’s point of view as well art. And thank you for being Laverne, who was extremely funny. That out did better slap stick than Lucille Ball. You was unique and original. RIP Penny, will be missed.
