I agree. If you project this setup 20 years from now freehold land will be boundary to a town or city. But this is a UDA idea. Govts of the future may actually reverse all this if it proves to be counter productive. The govt must admit they have been wasteful on spending, and it has finally caught up with them, and they are running frantically like headless chickens looking for sources of revenue to plug the gap.

Nah, you can. Policies change, principles change, democracies cannot afford to be static. The fact here is that they aren’t changing the ownership of the land as is prescribed by law, but adding a charge on the maintenance and services enjoyed by land owners. If the current system is maintained, then the burden fully lays on the rest of the public to maintain the comfort of individuals, especially those who own lots of property.

As well as the one permitting GoK compulsory acquisition of land. Watch an American documentary titled "The Grab", recently reviewed on Anampour & Co. 50-60% of the arable land left in the world for agriculture is in Africa. And big money - including Wall Street money - is being dedicated to buying farmland in Africa for food for export. The agriculture sector is what Corporate America wants to control. Thus by using the IMF as a battering ram on the one hand; & pliant compromised African "leaders" on the other. It also part of the move by US Corporate interests to get GoK to, ban Kenyan farmers from keeping &/or exchanging their own organic seeds, get GoK to approve patented GMO owned by them, and sell one of the few profitable parastatals, Kenya Seed, which houses Kenya's seed bank. Then, also ban the use & transport of organic manure. This way, if a Kenyan farmer wants to plant seeds, he must buy them from a US Corporate every season because GMOs don't regenerate seeds. Likewise if he wants to replenish his soils, he has to buy synthetic fertiliser made by private companies (the biggest ones Western owned) to have hope of a decent harvest. Corporate America wants to own & control Kenyan food supply: farm to plate. Its an inch-by-inch campaign The switch from freehold to leasehold which this dishonest CS claims is "just" for Karen & Muthaiga when she says "urban areas" is a bald-faced lie. Typical of this sellout KK regime. As another poster pointed out, if they pass this, what's to stop them upgrading town after town to city status. Its the domino effect: once one falls, all the rest follow. Meanwhile, who is waiting on the wings to offer GoK $$ to buy land that poor Kenyan peasant farmers can't pay leasehold fees for? It shouldn't be scrapped. I am certain that 90 % of Kenyans dont own even a shovel of soil in cities and urban areas, and will never do even in 100 years. But it has been made the 90% of them their problem. It's time the Rich guys contribute to the national cake

If you want a law affecting huge tracts of land don't lie to us, just make an amendment saying if you own 5 acres or more in the city and it is not your primary residence then this amendment is for you. She is dancing around the the issue with technical explanations
