There are actually. If a god/goddess go mad like this, other gods can always banish them back to the divine realm and forbid them to touch the mortals again. But this situation is a bit more complicated. First, Freyja literally brainwashed everyone. So she "did nothing wrong" in the end as she "never" broke the rule. Some gods are allowed to use their own special skills that don't come from their Divine Powers. Freya's charm is one, hephaestus's forge skill is another, Soma's wine-making is other and so does Take's martial arts too

People getting on Freya for her actions to charm everyone but try to look at it from her point of view. Ever since Freya saw Bell, she has did many things behind the scenes and manipulate events for Bell to grow. You could say, she's a very big reason why Bell has gotten so strong so fast. Most of the enemies he fought was because of Freya's meddling. She saved him from Istar and furthermore, she wanted to play fair by trying to win his love as Syr. Despite everything she's done, she's still got rejected so now she's going all in otherwise everything she's done would've been for nothing.

The dungeon itself is hell but adventures still traverse it to get strong. Look at characters like Ryuu or Aiz. They've gone through hell in ways much worse than Bell.
Charm is an innate ability not a godly ability, so no matter how big of a scale she uses it, it doesn’t actually violate the rules. The only reason freya never did this before and no one would’ve expected her to is because she considers it an "ugly act" that’s beneath her, but now she let loose

Although she got what she wanted anyway to be a normal human just like the rest of the society.
