As far as it not letting you win id go back a save right before she is about to ascension and make sure she's not on a mission in a balloon and make sure you pick the option to fight .

The dev's let me know they are working on a fix for the issue where Hop doesn't que the end game when gaining 10 int on a expedition. - unfortunately i have way too many resources and the game is lagging so bad it would take me 20 hours to go back to a previous save and do this again. Either way, i beat the objective, made a base that can survive 800+ robots and got Hope to 100 sentience. You're cool!
