Gathering posts have a better heat level than the coalpiles and a better Efficiency. Use them instead of just putting them into the piles. Also if you dont have it yet sign the Overcrowding law it Double the capacities of medical facilities. Edit: At this Point you should get infirmaries with overcrowding
