It's because the house/station is located in the theatre district, the house logo also has theatre masks on it.

Not really, it depends on the call nature and where your from. It can vary in new york.

Wait I thought all NY emergency vehicles couldn’t have blue lights on the front.? If so then why does the Silverado have a blue light on the front grill

Because NOBODY CARES. Literally nobody. Departments don't care, suppliers don't care, politicians don't care. Light laws are absurd. Do you really think a cop is going to pull over another emergency vehicle and ticket them over what color lights they have?

if you want to get technical, vollies are only allowed blue lights in NY state. More specifically, they're only allowed one blue rotating dash light... I don't know a single volly with just that.
