Me question is do you pay sales tax when you go to register it? I would think not since it's going on income and paying income tax. You didn't buy it so shouldn't be sales tax. Just my opinion

Depends on the state. Some states will charge you sales tax based on the blue book value. (Because people would try to get around sales rax by writing a bill of sale for a dollar)

If you make $40k a year and win this, after all is said and done, you'll owe about $96k in income taxes, lol. So after you use the 60k to help offset that, you'll still owe the federal government over $30k. Just saying, if you can't afford to buy this car, you can't afford to win it. You'll need to sell the car immediately and then you'll have to pay tax on the sale, lol.
