If you're consistent with training, continuously increasing the resistance levels you're using, and fueling properly with nutrition, you can absolutely put on muscle!
A little advice: If having the bands touch your chest when doing cross body tricep extensions as Brandon suggests, wear a shirt if you have body hair. Ouch!
