Yes, even the title refers to the "grandiose" celebration of the new year. Is this some kind of joke? The video shows a regular concert on ice. In our country, you can buy a ticket for such a concert at any time of the year. This is not something incredible, this is an ordinary concert.
North Korea is best understood as a Korean kingdom, a continuation of the Great Joseon dynasty (대조선국). Its more an expression of the ancient and a rejection of modernity. Therefore, you can't think about it as "communist" because communism is explicitly modern, materialist, and humanist. North Korea is ancient, Confucianist, Buddhist, and monarchist. Not completely but much more so than anything in the West.
