Probably the most professional and concise briefing I’ve ever seen. It’s a tragic situation and a tragic day, the officer acted accordingly and within the law. If that was a real gun the suspect would of had the first shot, thank goodness it wasn’t.

It's pretty clear that she went out there intending to die that day. And to be perfectly honest, what the family says doesn't mean shit. A lot of the time, maybe even most of the time when someone is planning on killing themselves, their friends or family have no idea, because outwardly they put on a happy appearance, until they commit the act that is. Actions speak far louder than words, and this young girl's actions, tragic as they were, speak pretty clearly to what her intentions were. This video is incredibly well put together. For all the questionable shootings that happen, I have to say, this officer did what seemed necessary. To pull someone over and have them end up facing the wrong way in traffic and then get out holding a gun, real or otherwise, pointed at you, you have to react quickly, and he did. Immediately calling for paramedics and attempting to administer care himself also showed that he was really just trying to do his job. The 911 call afterward was really well handled as well. The lady handling that call did a great job.
Perfectly said i agree! The officer had to process all of this in seconds ...as well as divert his attention to trying his best to help the person who just pointed a gun at him, which he didnt realize was fake at that time.

So very sad... I commend the officer and mourn for the girl, her family and the officer and his family too. I believe the dad intuitively knew this was not gonna end well as seen by his tearfulness etc... during his call to 911.
Thoughts to the father. That 911 call really got to me. The officer did what he had to do, and I bet it wasn't an easy decision. I'm hoping the officer will recover from the shock and I wish all the best for the family of the girl.

This is important to witness for everyone. I know body cams are controversial because of the privacy concerns but it tells us a lot about humanity and society. Mother then said she took a nap. From mother’s initial statements about what happened with Hannah and the rental car it’s clear she had no idea what Hannah was going to do. In fact she described Hannah’s mood as “joyous” in anticipation of the trip with visiting relatives planned for the following day. Hannah planned to share the candy she intended to purchase, with a visiting nephew. Both parents’ stories started changing once the attorneys got involved.
The worst part of this is that her actions may have been a response to the medication she was on. Still a totally justified shooting. Tragic for all involved.
I would hope so. Nothing the family said about her would make the public think she was the kind of person who would do something like this. I wonder why she acted this way. I hope her family can heal from this loss.
UPDATE From the LA TIMES July 19th: The family of Hannah Williams has filed a legal claim against the city. S. Lee Merritt, the attorney for the family, states that it appears the "officer involved in the shooting failed to follow proper procedure during the stop that resulted in Williams’ death. Looking at the evidence now available, I’m confident that the reason this situation unfolded the way that it did - the reason it escalated into a situation where deadly force became necessary - is because the officer didn’t follow proper protocol." "Williams’ family has acknowledged that she might have been trying to hurt herself when she encountered the Fullerton K-9 officer. When the officer tried to stop Williams for a possible speeding violation, she struck his patrol vehicle, then made a U-turn into oncoming traffic before coming to a stop facing the wrong way," authorities said. "Williams then exited her vehicle holding a replica weapon that resembled a Beretta handgun. Body camera video released last week shows her pointing the fake gun at the officer before he opens fire," police stated. "But while the officer may have been justified in shooting Williams once he confronted her, that doesn’t mean the confrontation was unavoidable," Merritt said. "Because the officer thought that Williams had intentionally rammed his vehicle, he should have followed protocol for conducting a felony traffic stop, which includes exiting his vehicle, taking cover and calling for backup", Merritt added. “This officer instead walked directly up to the car as if it was a normal traffic stop, came around a blind corner, and was confronted with what he believed to be a dangerous situation,” the attorney said. That's insane. That officer acted accordingly with absolute professionalism. While the cameras do show a lot of what happened they don't show everything including what the girl did in the time from when her car stopped moving till when we first see her brandishing a firearm at the officer. Until his testimony is made public we wont know what was going through that officer's head and what drove him to make the choice to make his way forwards and confront the girl before ultimately being in a worst case scenario situation that he faced. Maybe he felt there was a risk to other members of the public and so chose to put his own life ahead of theirs and confront what he thought was going to be an active shooter... Who knows...? With the information that is in the public domain there is no grounds for any unlawful killing action or any action to be taken against the officer or the PD whatsoever.

And no one will ever know WHY Hannah Williams acted in such a reckless manner. I agree with you,...there’s no evidence that the person who rammed his car was dangerous,...no evidence the individual robbed a bank at gun point,..no evidence the individual murdered someone, no evidence he was being shot at..and so on,..with the little info the cop had , he should’ve just stayed in his car until backup arrived based on his departments protocol for that type of situation,...my theory is he was pissed that someone hit his vehicle and decided to confront the individual.
I'm sure that the police would love to have 1000fps, 4k, stereo audio body cameras, but unfortunately that product has not been released yet. Certainly axxon and other manufacturers need to be making better products for more affordable price, but at the moment this is the best they have (for the lowest price, you know, public bidding and all)
The issue with 120fps in the case of the pre-record buffer, is recording at that frame rate would consume more battery, more storage and in the existing casing without a heat sink could result in some overheating. To compensate for this the components would need a huge upgrade, which would whack up the cost per unit.
@@wyattroncin941 Axxon can surely make a higher quality body cam, even strapping a GoPro to the chest would be significantly better quality. One of the biggest issues for all of them is the higher the quality you get the bigger the file size is. They keep these videos on hand for a long time and the amount of storage space needed for all of that is already insanely immense as it is. That being said, storage technology will catch up it's just a matter of when for now. You're definitely correct about the public bidding I will say.

It's that the thingnis recordings everything live to ram until you hit the go button, and it then saves everything until you shut it off plus the prior 30 seconds. It's not off all the time, it's capturing footage and recording over itself continuously until it is turned off an put away. Big issue with that is battery capacity, take a GoPro battery for example. Hero 5 is only getting 2 hours at 1080p 60, you'd need at least 7 times the battery for a 14hr runtime to match the axxon, and you can double that number for 120fps. You're talking about a thing that is no longer a chest mount, you need new belts with a holster for your 1lds battery brick powering the camera. Ever wondered why some phone will exit you out of camera apps if you aren't taking a photo?
I’m not a cop hater. Thank God for the boys in blue that keep us safe. I know at times it’s a thankless job. But I must ask again why do police departments only release body cam video when it clearly shows them in a good light. Why not be 100% transparent and release all police shootings, controversial ones and all? I wish somebody in law enforcement would answer that question. Thanks
They release all footage. A couple months ago there was an Anaheim PD cop that was fired cause he thought he was in GTA. He fired 76 shots in a police pursuit. That video clearly showed the cop was wrong in his actions.
That dispatcher is a valuable asset to her agency. I hope she is recognized for her thorough, pertinent and articulate questions and foremost for her calm demeanor. She sets the bar for what dispatchers should do everytime. Kudos.
brian danielson She had a delicate line to walk here. She probably knew a young female had been shot and killed on the freeway. There is a good chance that she did not know Hannah’s name. And it probably became clear to her as she spoke to Benson Williams that the person he was reporting missing was the person who had been killed, and that he had yet to be officially notified by police. the police were not giving the family any answers. if your 17 yr old daughter was killed by police, you would want to know what happened and why. Due to the ongoing investigation the police were not able to fully disclose what happened right away.

Anybody else notice the officers weapon had a malfunction at about 4:38? He was slapping the magazine and messing with it for about the next 20 seconds while yelling at her.
In the slo-mo replay, it looks like a failure to eject/stovepipe; the slide stays open, then he smacks the bottom of the magazine and you can see the spent shell casing fly out and the slide goes forward. Then after he goes back to his vehicle, in his stress and confusion he thinks maybe there's no round in the chamber & that something's still wrong with his gun(although there probably wasn't at that point) because he keeps smacking the mag bottom and racking the slide.

He does not fire or attempt to fire after that, so he has no further failure or info telling him that something's still wrong with the gun(there isn't), he's merely stressed and wondering if the gun is back to good and compulsively doing more immediate action out of fear it isn't.

Sounds like the doctors screwed her over. I've seen people get much worse when trying to fix depression. These doctors prescribe the wrong medication all too often.
Best cure for depression is some regular exercise and sunshine. And it's a lot more cost effective and better for people than sitting on a couch and paying some bozo to listen to your complaints while they ask about your childhood or whatever lame things they can come up with. Walking is better on the bones than running is though.

Thankfully the cop had that body cam because this one would of been hard for anyone to believe, it still doesn't make any sense but I can't find any fault with anything the officer did before, during, or after the shooting. I think this is a great cop involved in a tragic event. My condolences of course go out to the girls family and friends.

Police don't aim to kill, police aim to hit the largest body area, which happens to be the chest/stomach. Aiming for the arm/hands, which is a much smaller target would result in a high rate of missing the target, and bullets travel very far when they miss, so they could inadvertently hit something else. One of the key prinicples when firing a weapon is to know your target AND what's behind it. Thus, police aim for the largest body area to reduce the chance of missing. Also, if local police are taught the way the federal government trains, then it's usually "two to the chest one to the head/ or pelvic area" this is due to some people that are high on drugs may be able to continue inflict harm on an officer even after being shot in the chest, shooting someone in the head/pelvic area will halt a person, (head shot is obvious, but if you're shot in the pelvic area then you won't be able to walk.
If you're asking in seriousness it's because hitting any small targets like the hand, leg, shoulders, etc during a high adrenaline situation like that is extremely difficult even for some of the best shooters in the world. Also if it was a situation where the gun was actually real, shooting someone in the leg or shoulder doesn't stop them from shooting back. The torso is the largest target and the highest percentage way of stopping the shooter. So in a situation where it's life or death, they're taught to aim for the biggest target.
The fact that you have to shoot someone pointing a gun at you and trying to save their life seconds later mist be crazy stressful. I can't believe the officer kept his cool always, respect to him.

If you're a cop, someone slams into your cruiser, then hops out pointing something resembling a pistol at you - what would you do? Honestly, I'd fear for the lives of those surrounding me and my own life, which results in offensive force. It's tragic when this sort of incident occurs, however it was her actions that determined the officer's actions. The officer didn't get out of his car hoping to kill someone that day. Are there better, non-lethal, alternatives? Yes. But the truth is that most police divisions do not have the funding to purchase them. Politicians would rather spend that money elsewhere, unfortunately.
Until the coroner’s report comes out we won’t know what drugs she actually had on board. With a severely mentally ill and out of control teenager there might be surprises.

Everyone in the video did a fantastic job at handling the situation from the Chief of Police to the Information officer, The 811 dispatcher also did an incredible job. As for the officer, he acted in a manner consistent with what I would expect an Officer should act. Even though the gun was a fake gun, the officer had no way of knowing. If I was put into a similar situation as this officer, I would have responded in a similar fashion. It is sad that the teen lost her life, but by the sound of her dad's 911 call, it sounded like the teen girl was committing suicide by cop. My prayers to the officer and the family of the teen.
I feel bad for her...She had some issues that led to her irrational behavior but seems like she realized what she got herself into...Horrible situation :(

Fake or not, there is zero reason anyone should aim a gun at a Law Enforcement Officer. At least the Officer tried his best to help her survive after the shooting he was doing his job to the best of his abilities. Still a sad case nonetheless.
I hate to say this due to the tragic and sensitive nature of this - Why can't people just act responsibly and be smart during a traffic stop? Just be calm and listen to the officer. Jumping out of your car holding something resembling a gun and aiming at the officer is not the way to handle this. I understand that she may have acted erratically due to the medication she was taking, but this extends beyond this single incident. A traffic stop is so simple and there is nothing to worry about. Your actions, good or bad, determine the officers reaction. They don't hop out of their car and go "oh boy, here I go killin' again". Just listen and comply, get a ticket, and pay it off. It doesn't have to be a whole incident. Be smart.
Why didn't he get the medical bag sooner, or even seem to have any sense of urgency when the ladies crying that she's dying ? My only issue with this video. They acted as who gives a fuck if she dies. Although she def. did this too herself for pointing a gun at an officer, fake or not.
Sad for the young lady, must have had mental issues, seems a suicide-by-cop. Tragic for her family/friends. I feel bad for the shooting officer, his family/friends. I hope the K-9 got to the VET ok and the injuries on the dog were taken care of. The last thing that officer wanted to have happen, is what we see happened.
It is a tragic incident. May God bless her soul and the officer. At 2:03 it is stated that the vehicle collided with the police car, I wonder why that footage is not part of this briefing. Also, I fail to understand the usage of strong language. The officer probably had to use the firearms for self-protection but the use of abusive language was not needed. An eye for an eye will turn the whole world blind.
So many things going on here. 1. The officer is lucky that wasn't a real gun. Which makes it even worse since the more trigger happy, searching for glory, ass hats like the guy in arizona in the shaver incident will just fall back on this in a "well, what if I had hesitated" fashion. How Arizona decided to give that psychopath with "You're Fucked" engraved on the barrel a pass and pension is beyond me. It gives officers like this a bad name. 2.I feel for these officers. Seem like stand-up guys shoved into a shit situation that tried to do whatever they could in the aftermath unlike the officers in the above situation. I'm sure that having to kill a 17 year old girl will haunt him. 3. Feel terrible for the girls family, clearly they knew something was out of sorts and ended in tragedy. 4. Why are justifiable shootings so well documented and professionally edited whereas questionable ones look like they were shot on a camcorder from 1988 whilst experiencing an earthquake?
Though the end result was unfortunate the officer acted as swell trained officer should. He also responded exceptionally well with his medical assistance to do what he could. Not many people could have reacted as he did. For that the officer did a great job.
It seems like a tragic case of a replica gun and a split second decision. Although it would make sense if the video was released later on without any blurred images.
That video was altered! Go over the slow motion part it skips, the part where they say shes at a shooting stance, she's not!!! The left arm has no sleeve, it looks more like a man's arm. It's very brief! Look at it with a magnifying glass! Check out his shadow, the look at hers!!!
Officer did everything right. Kudos to the boys in blue. Sadly, young lady wanted to commit suicide and didn't have the guts to do it herself, so she let someone else live with the knowledge of taking a human life. Coward. I feel for the parents, but they're grabbing for money now.

I actually started tearing up listening to the father’s 911 call. I hope further investigation gives her family more answers. I can’t imagine what they are going through.

Further investigations aren’t needed when clearly she has a gun pointed case closer glad she didn’t kill any innocent she got what she deserved. End of story

The mother initially said she allowed Hannah to drive her rental car to a local store to buy candy. Mother knew Hannah had no driver’s license. Mother then said she took a nap. Mother described Hannah’s mood as “joyous” and excited about the trip planned with visiting relatives for the following day.
This officer should not be feeling any kind of guilt. He had absolutely no way of knowing. He did his job to the best of his ability, and that's all you can ask for.
Having to save someone that made an attempt to take your own life continues to be the oddest thing I've ever seen. I guess you could say he shot some sense into her.
It is unfortunate the officer had to use deadly force, but he was in a 'no win' situation and did as he was trained to do. The deceased may not have been mentally well, which is unfortunate. There is no 'good' which comes of this. 24-93K, you know your job comes with the possibility you may have to take a life, you followed your training and did as the suspect forced you to do. There is no consolation for taking a life, but you would do it again if you were again put into a similar situation. Thanks to the dispatchers who were TOPS...and to the LAPD officer who was 960.
This is the best police briefing I have ever seen. While the situation is certainly tragic, this type of timely information to the public puts most silly rumors to bed. Here’s hoping other departments follow your example.
Officer had Right to defend self and I like the fact footage from Body Cam show details of the incident. Officer even provided Aid to her. All Policemen should provide Body Cam interaction with Victims. Officer was doing his job and defended his self. Cops are not always wrong when pulling the trigger. When they shoot and kill unarmed people, people that have on the ground -with 2 cops , people who have their hands up no threat to cop-cops and policeman still shoot and kill-- Evil and Wicked as Hell. It is a clear case of suicide by cop. The cop did what he was supposed to do. If I was a cop I would have done the same thing. I feel sorry for the poor girl and her family. My condolences.

@@MiClLC A girl who was pointing a very real looking gun at him. Take this into consideration. What if it was a real gun, and he didn't shoot? He would have been downed, and she would have either opened fire on the freeway, sped off, or done something much more drastic. Even if you don't like cops, it's stupid to try and criticize this one. It looks like they are again. That video has been altered!!! It had been 90min since the incident and that family had not been notified!? That cop was either off duty or on suspension because of what occurred at the last call he was on. This is what was said on another news cast.
@@rachelraya5356 You are literally a moron!! The cop was out of service and on his way to the Vet. The call to 911 90 mins later was because the parents hadn't known that their psychotic daughter had been shot.
She had a chest wound, and the rolled her onto her back. Her lungs immediately began to fill with blood. If their training were different, she may have had more time, and EMS could have had a better chance at saving her.
Further more, as soon as she was laid supine she started to regulate her blood, that's when she started to aspirate... ultimately down hill from there. She survived the gunshot, it's just poor management of the injury. Personally the tourniquet should have been placed last. I would manage upper bleeding, airway, then work down
Whether or not the medical treatment was proper will be up to the Medical Examiner to determine, including whether or not the tourniquet was properly placed.
