Napoleon did more than Victoria. I can't think of a thing Victoria did but I know a few things that Napoleon has done to change Europe forever. The napoleonic codex, spreading the metric system across Europe and driving on the right for example.

Also, the British talk about the Tudor period, the Elizabethan era, the Stuart period, the Georgian era and the Edwardian era. Nothing really new for the Victorian era.
