Two years after the events of the first film, Max has rejoined the NYPD and is cleared of charges related to his killing spree thanks to his connection to Senator Alfred Wooden, leader of a secret society called the Inner Circle. During a routine investigation into the murder of a high-ranking senator, Max finds himself face to face with the accused Mona Sachs, who reluctantly joins him in his investigation. As the two work together to uncover the truth, they begin to develop feelings for each other, and stumble upon another major conspiracy, involving Vladimir Lem, the Italian mob, and the Inner Circle.
