By the books? Sure, Jaime was one of the best swordsmen in Westeros before Robb captured him and he was a boy prodigy with the sword as a teenager, but we have no way of knowing he was THE BEST. He took part in many tourneys in his time and I don't recall him winning a lot of them. Without going into spoilers, we know there are other swordsmen who show great skill and fortitude in upcoming episodes. Let's just say Jaime was a top swordsman who wasn't at his physical best when he fought Brienne and leave it at that.
