I take it you watched without understanding? The government is to be blamed. Where are the guns coming from? Where are the drugs coming from? From foreigners, sometimes even from corrupt policemen. So please don't talk through your behind and say don't blame the government. If they were governing their borders and their police where the supply is coming from, a lot can change. The Westbury gangs are in the richest city in Africa which is why they always get more coverage when they go through gang wars.
