Steps:
1. Download the file required:
download.game15...
2. Open you Garrys Mod folder, usually C:\Program Files (x86)\Steam
3. Then open the bin file inside the Garrys mod File
C:\Program Files (x86)\Steam\SteamApps\common\GarrysMod\bin
4. Paste the file in the Garrys mod folder and the bin folder

Think my DirectX is broken, i tried anything but it doesnt work, Re-Installed, Pasted the d3dx9_40.dll in every folder necessary, but Somehow... No Video can Help me... seems like im the only one with such a fucking problem.
