Isn't that showing the wrong sihloette ? Shank up and hook down, sihloette from bottom up shows one side wider than the other.

When does a fly become a lure?

State of Pennsylvania, these would not be legal in special regulation fly fishing trout waters. The state defines a “fly” allowing a combination of artificial and natural material, but not 100% artificial material construction. State uses the rule to minimize hardware throwers on their prime trout water. Should be OK on put and take waters in the state.
