Until he pay that money he can never be free in Europe. The payment slips that he is holding he can pay that money at the bank or post office then he can then take the receipt of payment to a lawyer, the lawyer will then clean his name from the black list.
You will have to contact social workers there in Germany theu will help you rectify the whole issue, look for organisation in Germany they are the one who can help you 😢
First of all, the Nigerian guy is annoyingly ignorant. He defaulted in a government contract and so long as he is in European Union, his problem will be compounding. He does not understand that defaulting a contract and then running is already a crime. If he goes to Germany, he'll be deported straight away. My advice is that he should ask a lawyer to help him APPEAL FOR LENIENCY to the German agency with which he has the money issue. Apologise and tell them he was scared and anxious which is actually true (from his voice) and so he didn't think well before he ran away. Tell them it was not his intension to disrespect the government that has welcomed him and his family. Then wait for their response. He should have souhgt for advice even before signing his contract. The housing agency is different from his employer. So, he should have paid his rent, however difficult it was while trying to sort out the mistake with his employer. Again, he hurriedly signed a document without reading it. That's dumb. He better acts fast otherwise he'll be so stuck in Italy with nothing tangible.
It happened to my friend here in italy, it was not his fault, he want to his lawyer, he advised him to paif not he will be having problems. The lawyer said they won't even give him passport.

Some kind people just know how to drag matter that can be easily resolved. As an asylum seeker, government say do something just follow the instruction - simple! If they see that you can't toe the line when you don't have papers...what will become of you when your two legs done stand for ground? There’s a glitch somewhere. Him stating that the German government sent him an outstanding bill and reluctantly refused to address the matter immediately even if it takes him leaving the construction studies to avoid further investigation or depth charges. To my opinion, I think, he’s hiding the reality of the main issue and also not saying the fact of the exact reason why he’s owning the money. Speak truth and people will help. Period
This was an easy matter if he had taken it the legal way! I do not know, somewhere along the line if he was ignorant of the system or tried to play a fast one! It's two way out for you. You need to call the administrative office where you were living in Germany and tell them you want to pay the bills in instalment or you wait for 5years it will fade away. But if you go to Germany you need to be careful because if you are caught by the police you are going to jailed immediately until you pay the money or you serves for it this are your faith .
That was mistake to deny the bills when ask Asylum in Germany and still not any Aufenthalt to allow you right that mean you don’t have rights if do Ausbildung or not they don’t care. Tell him to call them to be paying the money gradually, he can be paying 50 euros every month. If the wife is here in Germany he should ask her to return back to him in Italy because, if she put to bed here that will another debt for him.
Try to get an international lawyers, that can help you to get payment processed. The lawyer will help you to get the necessary information and documents either through their embassy or consulates. You made the mistake, that initial time you would have started paying it gradually. What about your wife, ask her to find out if she can help you with information or better still help you to pay it.
