But both sides have to agree verbally on the major details of the fight before any contract will be sent. Shakur is deciding on a promoter and they are not wanting him to fight Tank. Shakur could agree to fight Tank on his own if he really wanted to fight.

Then Shakur sent that contract over and Martin decided to change his mind. It's how the Errol and Bud fight got made. They had to constantly text and call on the phone first. Then once they agreed on what they wanted. Errol put it in the contract so that Bud can sign it. I could give so many more examples. Shakur doesn't want to negotiate. Tank's team called telling them let's talk and Shakur said to send an offer. That's the whole point of talking. So that he knows what to put in the offer. Shakur knows that cause he did it with frank martin.

Sometimes Shakur will slip and counter, but you are right that's not what he does regularly. His skills with slipping punches in the pocket with a fast handed fighter are good but not elite. That's why he would not engage De Los Santos, it was a BIG risk of getting KO'd. Tank is crafty and has fast hands and one punch KO power so getting in there with him will require Shakur to have to fight a near perfect fight or survive hard punches, but the odds are against that.
