This man has been saying "I have nothing to say without my attorney" for decades at this point. Him saying anything different should be a HUGE red flag where Agent Cates is concerned.

With the show bringing back Jake and Danny recently, they could be the leverage Cates refers to. Cates seems to be riding the line between Good Guy and Bad Guy. He dislikes Sonny, but warned him in person and seems committed to protecting him. There's more going on with this guy.
