Well duh. But the point is he'd never use it on a kid like Shirou Emiya unless he was something like a mad zerker. No sane person would use a nuke to take down a street thug, and you wouldn't use a priceless tapestry to clean up a squished roach stain. Expecting him to use his ultimate trump card on a kid would be like expecting that. (It just so happens that this particular kid needs a nuke to be defeated, and he just refuses to accept that)
