As for the idea, philosophy is only using the things one starts with as they were when you started (if something alters them, you lose that option). Starts at a point considered your 'starting self'. 'Plus' takes away resource use (which would imply ND). Legacy is a hodgepodge of community selected crutches taken away to suit vets ultimately. Largely arbitrary (even in the allowances/exceptions). We wanted a more extreme version of NUR(+), so we took away a lot of the things that were too dominant in said run (though not quite all else grabs, blocks, etc. would go, too). The DQs were annoying in GoWII, so we divided relics between 'rage only' (PAIN) and 'no exceptions' (PAIN+). You want to go pure, you get to hold the L.
