I believe the intention was to make a different villain, who recognizes himself as weaker, but who controls others to do his dirty work, like Lord Shen from Kung fu panda 2, after all, we already had Ghidora and Mechagodzilla.

In the novel it was revealed that that Great Ape was a sort of friend/guardian to Suko, that always cured him his injuries and even gave him food when was in short supply. I was so sorry for Suko that moment, glad that Skar King got what he deserved in the end
