He gets 10% because he is not an actual employee of Apple. He left Apple in 1985. He only owns 39,000 shares of the company which is about $ 80,000.00 worth of a multi hundred billion dollar company. His “employee” status is only ceremonial. He’s actually lucky they gave him a discount at all since they didn’t have to make him an “employee”.
