Are you with the department as an internal videographer or are you hired as a videographer?

I want to ask, are they just coming into the police training or they are police officers before coming into the academy, why I asked is because they were already in the uniform? If they aren't police officers, Where they issued before coming into the academy or they were given at the academy?
