This tire is a “no go”. This might be a “professional repair” but this tire would not go on my car. I certainly would not recommend this to others. Time for a new tire.
That is not the right way to repair a tire. That is because sidewalls and shoulder areas are not repairable. Only the tread areas of the tire can be repaired.

My car been sitting up for over 2 months had same tires on car over 3 years we have steal rocks in yard . All 4 tires have pin holes on sides inside soft wall not on tread why pin holes their not stabbed or nothing just pinholes
Someone is going to die driving on freeway speeds. It's happened before. I had one with a tiny damaged sidewall, the shop replace it with a new one free of charge.
