The Business Councils claim there are rules and awards set up to "protect workers" so they don't want the rules set. That's so they can continue to exploit workers. Flexible working arrangements do not mean being on call all the time for usually no reimbursement. In every job I worked extra hours and was rarely reimbursed as the rules would say the time spent wasn't long enough, if I took action I didn't get authorisation, it got added to flexi-time or time in lieu but had to be taken within a set time, for which it wasn't granted and more.

It's good to have a standard and then allow employers and employees make adjustments to that standard in their employment contract.
