This is the worse toilet even the Plubming don’t recommend

I have the exact 3 weeks old will not flush even with lid off. Instead it just fills up the bowl. I think it's the center shut off that drops instantly. Help

Perfect thank u soo much was going crazy having to push all the way down all the time they installed this new toilet in our apartment complex and i knew something was off about the push down buttons

Do I adjust it all the way ??
