When starting in a tournament everyone is in winners. If you lose a set of three, you're knocked into losers. If you lose again then you're knocked out of the tournament. The reset happens when it's in Grand Finals. Someone in losers knocks out someone in winners into their bracket (losers).
I'm new to the scene... can anyone answer my question about are these players required to have permanent set of characters throughout the tourney or can they just choose whenever they want after each game?
You can choose to play whoever you want at the start of a new set, but can only select new characters if you lose during the set. If you win, you have to keep the same team. That's at least a general rule among fgc tournaments. People usually just stick to their main teams throughout a tournament.
huyuhjukt fefd There's like this weird thing that happens when he does a ground bounce and uses an assist. The assist nullifies the first ground bounce for some reason.

+JT Saiyan Yeah on top of Haggar having one of the top 5 assists in the game his combos and damage output is amazing, he has great attacks and he even has airaile command grabs. His two major draw backs are his garbage mobility and lack of projectiles. He really isn't a bad character but yes it can be hard to get in and he has lots of bad matchups.
