Man! Old 306 is a real PITA huh? I would be happy to work on it if you have no other options down the road, so let me know. I think worst case is still not too bad in terms of replacing with a different decoder. I was reading the manual for the loco and after resetting cv 8 to 8, CV 8 should read 27. Does it even read back anything now?

Sorry to hear that no. 306 is still being problematic. You could model the locomotive as a load rather than motive power. I sent you an email (Subject: Locomotives As Loads?) with an attachment you can download so you can read Model Railroad Hobbyist Sept 2011.
