It's actually from GT2, Japanese version of GT2 had different race music which is cool instrumental rock musics, and this song is a remix of the race music "Never Let Me Down" by the composer himself, was released in 2000. www.lantis.jp/release-item/LACA-5003.html

It's a fanmade mod called "GT2 A-Spec", You can download the patch file through their official discord server

How does the Rome Night cheat code works? You enter any race and it becomes Rome Night with the rival cars of the original race and original laps?
