I would also agree in a way but if it was a hack to improve how the roads looked and a enhancer and making it more realistic by putting NYPD on cop cars and Proper buses in the Blue & white scheme, I don't see what your problem would be with that.

there should be a dlc with these ramps in it or maybe something like that so that you dont need a mod

Well, theres some stuff you can only live in the matrix.

You are limited to mods, not like you can change the car models to stuff like BMW's or Ferrari's. You can only install mods like an automatic RPG, or Speed hacks.
