Gta 3 its because it didn't match to his prequel which was LCS, like a badass theme to a calm theme in gta 3 VCS in another hand doesn't seems to 80's, his sequel which was Vice city catch the 80's vibe pretty well...

He's doing his job and does it good as long as it makes him closer to his traitorous ex-gf. And if someone rats him - he exterminates them. Mute. Cold. Lethal. Terminator of GTA series.
