For me, the disappointment was not being able to arrest players. It might have made an interesting dynamic if the more a player kills others, the larger the reward for capture. We would now hope there is a griefer in a session rather than dredd it.

After first playing Story Mode in 2013, to revisiting GTA Online in 2021, i can say its the Greatest Online Game ever made!!! 🙌 🙌
