I think you just found proof of the myth "Toreno spying on CJ". It has been allegedly reported that during nighttime at Back-o-Beyond you can see one of Toreno's agent spying on CJ hence the quote "Carl, I will always be watching, or listening or both". CJ is a dangerous wanted criminal in the game, of course a government agent like Toreno would keep him under surveillance. There would be no other explanation why that pedestrian would spawn there, since that pedestrian never spawns anywhere around San Andreas.

It is probably just a ped put by rockstar or by glitch spawns there. If it is put by rockstar then they put it in the game to encourage exploration by the players and to make the woods feel not empty.

A myth hunter named Mythstery recorded a creature which turned out to be an NPC woman wandering in the woods, it seems to be a common glitch. NPCs outside of a car will walk towards nearest pedestrian patchway, blindly going into walls, holes, water and wild areas such as the forest.

It's great to see that someone is still investigating San Andreas myths. I remember few of my friends and me doing this back in the day (around 2007, 2008), we even went that far and we hosted our own, private server on SAMP, and we investigated these kind of stuff there. It brings so much memories, and San Andreas woods still creep me out to this day.

Dude this game still gives me that nostalgia creepy feeling....when I saw that npc running I was like wtf. I feel like RDR 2 is the modern day myth hunting game like how San Andreas used to be. I feel like something is very hidden in RDR 2. But I could be wrong. San Andreas is creepy too, we are still finding things it feels like. The woods in San Andreas still creep me out.

Rockstar universe does have bigfoot. There were bigfoots in previous Red dead redemption and bigfoot was present in San Andreas before the release.

Fun fact: During that mission where you have to swim underwater (for Woozie,) if you swim through the rocks at beginning, get the cutscene with the enemy boats, you can then swim to land, and roam anywhere you want, wanted level fixed zero, fog everywhere. Not practical, so much, but atmospheric af.

You either discovered the Toreno spying on CJ myth, or it was simply a pedestrian running. For me it looks like the white pedestrian with dark grey/green shirt and very short dark hair, i dont know the name of it but as far as i remember it also spawns in rural areas.

My theory is that Toreno is one of the main character in GTA San Andreas after CJ, Sweet, Kendl & Cesar. He is always watching CJ and is a government agent and maybe a spy. He could be leading in this myths.

Before the woods of GTA V, which were otherwise non-frightening, the woods of SA were foreign to the people who played 3 and VC. They were uncharted territory, without the comfort of roads, NPCs, safehouses or Ammu-nations to sell you death supplying hardware. Just you and whatever else lurked in the darkness ahead.

I just had an idea. What if you replace every NPC to be bright red and it wont be affected by lights,weather etc and go there again and see if you spot anything bright-red in the woods where it shouldnt be and that way you will know if there some sort of trigger?

@@rlfpotatoking9253 thinking back on this, its not a bad idea, but there could be a better idea such as having a special map editor for SA (thats most likely a rockstar inhouse legacy tool ) that shows all of the level triggers in GTA SA - if such an editor exists, you can very easily go there and check for any triggers the more time passes on this "myth" the more im thinking its not real or at the very least its a weird bug if this video is not faked - either way its entertaining

@@Dedgyblazer I think this NPC running around back o beyond thing could be real, i've seen a couple of other sightings of the Shady Creek Creature videos and they all had black figures with the shape of a male human hiding in the background, atleast those are ones where there are no obvious mods being used. DaviDustin's video here summarises it quite well I think and links these sightings together. But yeah like you said it's probably a weird bug or maybe not... considering Toreno does say in the game that's he watching you. Being watched in this game by the government feels more creepier than the bigfoot myth honestly.

Appreciate your efforts and analysis. But there's something I can't agree. That NPC could well be any normal pedestrian that spawns driving around there. You can't deduce the model at such far distance... I can see no sunglasses. He does look like wearing a dark grey suit and black hair but it could well be MALE01 because he's very fearful. Pedestrians in this game only run either out of fear or run after their target during a fight. As shown in your subsequent investigations every NPC running away will head straight to a general direction. In fact that is to the nearest defined spawning path for peds, however, no such path exists in Back o Beyond. The nearest path, in this case, is located at the beach in Los Santos. If a pedestrian model is set to appear only in specific missions then they simply won't appear in normal gameplay.

@@thetrollgod8639 Yes i believe it was the creepiest safe house compared to the other ones i use to walk into the house save and walk back out because i use to be scared a little bit by the ambient noise you would hear. I think it probably had to do with CJ's mom getting killed and it feels like her presence is still there in the house.

I noticed that the running animation of the npc is the standard running male animation and its not the “getting scared” running animation, as observed in the part where you tested the npcs to force them to go out of their vehicles; yes they DID run in the same direction but their animation while running is the one when they are scared or provoked and the npc spotted in the video is somehow having the standard running animation and looks like he is going into something we dont know

13:37 I checked out the list of all the GTA San Andreas pedestrians and when I came across this one in particular his description was “ Black, Male, Young, Men in Black”. Men in Black had to do with fighting Aliens. Not to mention CJ broke into the Area 51 base in the game and stole a jet pack and the green goo. CJ spent so much time during this late storyline interfering with these secret agents that it’s no wonder that he’s on the radar now and being tracked down by them. 🤔 But at the same time why would it only happen at Back O Beyond you have to check other locations too

Saiju Creations There’s indeed something but it’s completely harmless. The only thing that It does is observing you. At first I thought that it was some kind of glitch but that thing was staring very precisely and when I was moving it was following me with its eyes. That thing it’s stuck inside a rock in the lake in the same location you mentioned. If you find the right spot you can clearly see that thing it stares you and it follows your movements. Then when left I realized that that thing was following me through the rocks and through the ground and it was reappearing in different spots. It’s crazy. That creature was everywhere in the lake and I discovered it accidentally

It's not the woods creature, it actually a missplaced spawn. I saw it, i went there, and it was the unknown ped.

Think about this for a moment. Lets take 2 magnets for instance, if you put the like poles in front of each other, they move away from each other, What if thats whats happening in this case. Everytime CJ comes at a point, the creature moves away from him, and because of some graphic changes, we are able to see something move. @DaviDustin you got anything to say?

I don't think that's the right NPC model. I looked at the footage from 9:00 and noticed some things that don't quite match: Look at the NPC's lower legs as it runs. If you pause at the right times, you can clearly see that they are either beige or light grey in colour, unlike the agent's suit which is fully dark. If you look again at the government agent model, you will see that the collar on his shirt cannot be seen from behind, only from the front. So I think the white part in the footage is actually the back of a white NPC's neck. The NPC could be wearing sunglasses but I think it's just a shadow caused by the very dim lighting. Sunglasses wouldn't be too noticeable at that distance, especially when looking in another direction. I don't see much in terms of hair but there is a very noticeable dark patch on the back of the NPC's head, which I do believe is dark hair which stops at the neck, leaving it exposed. Mike Toreno is the only character model I can think of who matches these details. Dark torso, lighter legwear, light skin with exposed neck and dark hair reaching the back of the head. There is also a line by Toreno where he says he is "always watching, listening or both" which makes this even more believable. I think the NPC was Toreno but that's just my view.

You could be onto something, I also thought it was Toreno at first glance since like you said Toreno mentioned he'll always be watching Carl plus it fits in with his CIA spook MO to lurk around in the woods to stalk CJ if he's there. I also get the feeling that he's everywhere the player goes and that he's just very carefully hidden in the background sorta like G-Man from Half Life.

I think, it was the actual woods creature. Notice the outfit, it's a suite, like you said, and the government NPC never spawns outside of the mission, like you said, and it's true. Also, notice the animation of the pedestrian, I don't think it was the same animation as the normal male NPCs
