It's better than almost any Quad RR you can roll. I have a Quad Explosive+1 Perception RR that does really a lot of damage, but the +50 chance to hit a target in VATS on the Ticket to Revenge means you'll be hitting with nearly every single shot, whereas my QE+1 Per RR doesn't hit targets with every spike, so it might end up being better than what I've got. I'll have to test it out.
It's a matter of preference but a quad is only obviously superior against bosses. Against most enemies a bloody or anti-armor RR is better because of the higher damage per hit. The 10 capacity is an issue so reloading is noticeable but this new rifle gives you 20. And while it won't be as good against bosses, because each shot from a bloody only ends up giving you +50% more damage compared to a quad, it'll be better suited to normal play. But like everything it's all a matter of preference, it really depends on how much someone hates reloading.
