If you use barred walls, you can create a safe staff only patrol route that guards can shoot through. For instance, instead of putting cells back to back, use barred walls for the back and set a patrol route between the backs of cells where guards can see into the cells without entering.

i rly don't care about my prisoner being surpressed since if they riot they will get taken down real quick by armed police. however, i leave my min and med security sector and classroom/workshop sector generally free of armed police to increase rate of prisoner passing. max prisoner have their own area for labour and programmes while supermax just stay in cell and yard all day. so both max and supermax uses armed police
