Just cuz he's funny won't make him a good stand up comedian. Most of his "comedy" is just dumb answers to serious questions. While its funny i dout he could even fill 5 mins of an open mic

There is a reason guillotines had a single slanted blade instead of a point in the middle. By putting a point in the middle (and a very low angel in general), instead of just a single high angel slant, your cutting speed is severely slower than it could be.

Wouldn't the guillotine fall faster if there was less tension on the cable? Figured the cable friction would slow it down. Perhaps a release latch at the top with the cable having enough slack for the full travel downward?

Of course it can. There's nothing remarkable about tungsten compared to other metals, that would make it unable to be cut. Tungsten carbide on the other hand, it would have a very hard time, unless you used CBN media in the machine. (Or diamond.)
I am no engineer, but.... I see some issues with the guillotine. It needs to be able to cut all the way through the bottom plate and it needs to be on bearings. Maybe a little higher also.
Whenever they really want to dull the hell out of the blade, I'd love to see the guillotine deal with one of those tungsten cubes everyone has these days.

If the V of your blade was inverted (to make an |/\| shape) it couldn't be deflected nearly as easily (it would align as it drops) and whatever it sliced would be drawn to the center, rather than away
