Happy can shoot but has terrible aim, so he needs a bit time to adjust.
He also has an aiming stance but is immobile while doing it. Aiming drains his concentration (an anti-spam mechanic basically), and shooting uses ammo. Without ammo and without concentration, Happy can't use his gun. So he has both a move to regain concentration and to reload. He can create clones which distract the attacks of opponents, giving him time to refill ammo and concentration. He can throw an energy ball which curses his opponent, improving his aim. His shooting Super fires in any direction automatically. The other Super recharges concentration and causes it to drain slower, so Happy can shoot more easily.

Inputs (PS4). Note: Happy has a Concentration meter. If it runs out, his aiming takes longer. He can dodge-roll with QCB X, I forgot to add it. 0:28 Forward Square, Forward X, Forward Triangle 0:35 Down X (Air), Throw 0:48 At the Ready. Circle or QCF Triangle, then Circle to Fire. Aiming and shooting, Triangle version causes an attack before aiming. 0:55 Reload. Down Down Square. Shooting without ammo leads to a clumsy, punishable animation. 0:58 At the Ready (while walking and in air). Note that his basic accuracy is terrible while moving (see Curse) 1:07 Steady Aim. QCB Triangle. Happy aims more accurate and can't move. Shots bounce the opponent. 1:16 Focus. QCB Square. Happy does a short taunt and recovers Concentration. 1:30 Cancel Aim. Down Circle while aiming. 1:32 Curse. QCF Square. Curses opponent, Happys accuracy improves. 1:43 Scapegoat. QCF X. Sacrifices life to summon a clone, which becomes the opponent's temporary target. 1:55 Deus Ex Machina. HCB Forward Triangle. Aims at opponent's current position anywhere on the screen. 2:23 Super Focus. QCB QCB Square. Fully recovers Concentration, decreases slower. Basically, Happy can spam bullets.
