Going off of all the colored lights in the building, it's possible that it was a coordinated 'rave'. Possibly lots of college students, they could have gotten permission beforehand or recruited multiple people to do this, lol.
Unless you lived in these type of apartments. You wont realized the feeling how great it feels to have neighbors that high up. Before Covid I live in downtown LA, my apartment was at the very top. Every weekend their will be someone throwing a party. Everyone would just chill at their apartment

I can only afford an apartment and I need my sleep in normal hours. Noise pollution outside of reasonable hours is extremely selfish. The fact you need this explained to you suggests its indeed you in the bubble.
Imagine your the one guy who went to bed pretty early because you had an important meeting at work tomorrow and then all of a sudden you hear this blasting out of nowhere and it rattles your apartment , but you don't want to be the prick to tell them to turn it off
