You should try doing a nightbreaker build where you go for Beach Ball and with Heartthrobs! I think baseline for all of those would be about 500 combined.
I was looking at the record keeper to see how my new times with the black coat were standing up against previous runs, and I noticed that the amount of runs that its counted is double what it should be! (black coat is so so good) for instance in the history of the runs (per night one) I had three total runs. but in the record keeper (aspect histories/times/fear etc) it had recorded six total! I submitted a bug report for it, just wanted to know if anyone else can see that!
I feel like the rockets suck so much for this weapon. I've done like 7 runs where I tried making a special based build but all of them eventually turned into just a normal attack build because it was so much more effective than the rockets, even when I had a high level heroic boon on specials doing normal attacks worked better. They just suck at homing and take too much time to hit the enemy as well. I do a full charged special on an enemy then I punch them to death before the rockets even get to them - if they would have gotten to them at all without getting lost.
I tried out the rockets and they are like you say a bit underwhelming for damage, but I found that they're actually great for two things : debuffs (Scorch/Freeze) and most importantly spending mana to power up the Lunar Hexes (Lunar Ray or Wolf Howl). These two Hexes have low activation costs, so my game plan is to juke in, shoot off the rockets, run out then activate the hex, and repeat. When you fully power up Lunar Ray (especially if you get it to apply your Attack debuff - Scorch) or improved Wolf Howl that damages on rise, the build pumps out decent dps. If you get a Cast with damage (like Zeus or Demeter) it gets even better
Tried several times the black coat, and got wrecked every single time, no matter what build, even on low difficulty. There's just something in this weapon that doesn't work with me. It's a weird weapon that screams zoner weapon (jetpack to get away fast, homing rockets), but adding in the punch attack and a near useless shield (for some reason, every time I tried the shield, the enemies were witholding their attacks JUST long enough to strike me right when my shield goes down after the timer) sends a very weird mixed signal that you actually have to use it as a melee weapon, but it excels at none of them (punches are super slow, rockets are super slow and miss 50% of the time, shield is damn near useless as I mentioned earlier. The only thing this aspect is great at is mobility speed, but you can't quite defeat enemies by running away from them...) I don't know what's missing in my playstyle to make it work, but so far, I found my other least favorite weapon aspect after the skull 😢
