No, GTA V is pure shit. GTA IV wins just because the physics are way superior, the driving mechanics are cooler and the death animations for NPCs are awesome. Not to mention that in GTA IV you can grab stuff from the floor to throw at people and the cops are wayyy more realístic and not so annoying. Also, the fighting system is superior in every possible way, you have multiple combos you can execute and the people you fight feel like actual humans and not just a bunch of weak test dummies.
