So, John Stocker is not only Oogtar, Toad and the bad guy in this episode, but he's also Mr. Beastly from Care Bears, which is where I recognized the voice from?? WTH???
I was 8 when this came out and as a kid I thought it sucked. At 31 it still sucks - just wanted to see if I was imagining the 2 frames per second animation. NOPE.

the concept is good because also they made a bill and tedd cartoon. but the only thing that urks me with this is. the intro is better animated and drawn and animated better than the actual cartoon.
Nostalgia Critic brought me here and he's right this show sucks ass and the animation looks so cheap and bad that I can't believe this came from 1991. No wonder why MC Hammer career didn't last long as it did but I was weak at "Do the low-budget" and "A Charlie Brown Da Hood Edition" lol that was too funny.
This is why Hammer went broke. They clearly "spared no expense"... on the drugs they were all clearly taking to think anything about this was "good". I remember there was a Hammerman cartoon, back when I was a kid. Vaguely remember watching an episode. Don't remember it being THIS laughably BAD. Yeesh... #KidGoggles #AKA #NostalgicBeerGoggles
WOW. I've seen my fair share of badly-animated cartoons, but WOW. It's so cheap-looking that I'm surprised that they didn't resort to superimposing live-action mouths over the characters like in Clutch Cargo.
This is the weirdest, cheapest cartoon I've ever seen! But of course whenever they do something that's supposed to represent black people it ends up being of only the lowest possible quality. For example - watch the "Marvel Knights animated Black Panther" as opposed to the "Marvel Knights animated Thor" - no comparison! Anything black always gets the least & the worst! I'm glad Hammer got some $$$ from it, but it's garbage!
The animation is pretty bad, but it's par for the course for the early 1990s. It's not unusually bad compared to other cartoons from that time, and looks better than some due to the stylized artwork (especially compared to more generic-looking cartoons like New Kids on the Block or Kid 'n Play, which were the norm for the time). I suspect people who go "THIS IS ABSOLUTELY THE WORST ANIMATION EVAR" has never seen much 90s animation at all.
Disney, as always, was an exception, because their TV cartoons of the era were unusually polished. You should be looking at ProStars and New Kids on the Block for comparison, not Disney.
